Requires unified permit applications (by January 1, 2025) and a centralized public database (by January 1, 2025) to streamline project approval and track deployment of carbon capture and removal technologies across California.

Mandates carbon dioxide capture, removal, and sequestration projects include monitoring for seismic activity and carbon dioxide leakage for at least 100 years after injection ends, with financial responsibility requirements and air quality protections in disadvantaged communities.

Prohibits use of captured carbon dioxide from sequestration projects for enhanced oil recovery in Class II injection wells and establishes property rights frameworks for geologic storage reservoirs, including 60-day notice requirements before project development.

Creates the Geologic Carbon Sequestration Group under the California Geological Survey to identify suitable Class VI injection well locations and provide regulatory guidance to state agencies.
