Creates the Student Board Member Advisory Commission consisting of 13 members: the student member of the State Board of Education (who serves as chair) and 12 commissioners appointed by the state board to represent California's 12 geographical regions.

Requires commissioners to be pupil members serving on local school boards and serve one-year terms, with consideration given to representation of the state's geographical, racial, ethnic, socioeconomic, cultural, physical, and educational diversity.

Allows commissioners to be excused from school attendance for commission meetings without penalty and provides reimbursement for actual and necessary expenses incurred in performing duties.

Directs the commission to study and advise the state board, Superintendent of Public Instruction, Legislature, and Governor on education policy affecting students, including consulting with youth organizations, drafting resolutions, conducting public hearings, and holding leadership seminars.

Automatically repeals on January 1, 2028, making this a temporary six-year authorization of the commission.
