Lowers the average daily attendance (ADA) threshold from 400,000 to 250,000 pupils for school districts to operate single-gender schools and classes that existed as of July 1, 2017, subject to Title IX compliance policies.

Applies existing rules for property leasing procedures, compensation limits for governing board members, and employee layoff processes to school districts with ADA of 250,000 or more instead of 400,000 or more.

Exempts school districts with ADA exceeding 250,000 from statutory requirements on temporary/substitute employee reemployment rights, emergency credential limits for teachers, and minimum sick leave provisions.

Allows unified school districts with ADA exceeding 250,000 to pay commission members up to $100 per meeting and $500 per month.

Makes legislative findings declaring a special statute necessary for the Los Angeles Unified School District due to its unique circumstances as the second-largest school district in the nation.
