Grants sexual assault victims the right to access the Department of Justice's SAFE-T database portal to obtain information about their own forensic evidence kit and its testing status.

Requires law enforcement to inform victims whether a DNA profile of the assailant was obtained, whether it was entered into state and federal DNA databases, and whether a match was found in the Convicted Offender DNA Data Base.

Mandates that the victim rights card provided upon initial contact with law enforcement include a statement that courts may not imprison or confine victims for contempt if they refuse to testify about the sexual assault.

Expands existing victim notification requirements to include information about significant changes in case status upon request and allows victims to designate an advocate or support person to receive information on their behalf.

Establishes state mandate provisions requiring reimbursement to local agencies for costs associated with providing these additional victim services.
