Requires the Metropolitan Transportation Commission to develop a Connected Network Plan by July 31, 2024 (or December 31, 2025 without sufficient funding) identifying transit corridors, service standards, and funding needs for the nine-county San Francisco Bay Area region.

Establishes a regional transit coordinating council composed of transit agency executives to develop and adopt an integrated transit fare structure by December 31, 2023, including common rider categories and no-cost local transfers, with implementation by July 1, 2024.

Mandates creation of a standardized regional transit mapping and wayfinding system by July 1, 2025, and requires all transit agencies to use this system for new investments on or after January 1, 2026.

Requires transit agencies to establish open data standards by July 1, 2023, for sharing real-time transit information including vehicle locations, arrival predictions, and service alerts.

Authorizes the Metropolitan Transportation Commission to withhold State Transit Assistance Program funds from non-compliant transit agencies, with funds restored upon demonstration of compliance, unless exemptions are granted due to funding constraints or service impacts.
