Changes California's concealed carry licensing from "may-issue" to "shall-issue" based on age (21+) and qualified person status, removing "good cause" and "good moral character" requirements.

Establishes detailed criteria for "qualified person" determination including dangerousness assessment, history of restraining orders, substance abuse issues, and firearm safety violations; allows court hearings to challenge denials.

Requires applicants to be recorded owners of firearms with Department of Justice, complete minimum 16-hour training course covering firearm safety, storage, transportation, and mental health resources.

Prohibits licensees from carrying firearms in extensive list of sensitive locations including schools, government buildings, courthouses, places of worship (unless posted otherwise), hospitals, colleges, parks, and airports.

Adds restrictions on licensee conduct including prohibitions on consuming alcohol or controlled substances while armed, carrying unregistered firearms, and falsely representing oneself as a peace officer.
