Requires Medi-Cal managed care plans, health care service plans, health insurers, and PACE organizations to mandate evidence-based cultural competency training for staff on trans-inclusive health care by March 1, 2025, with specific curriculum components including terminology, health inequities, and organizational recommendations.

Expands physician continuing education requirements to include evidence-based cultural competency training on treatment and care for individuals who identify as LGBTQ+ and gender diverse, including processes specific to gender-affirming care services.

Requires health care service plans, health insurers, and Medi-Cal managed care plans to include provider directory information by March 1, 2025 identifying which in-network providers offer and have provided gender-affirming services such as hormone therapy, surgical procedures, and voice therapy.

Directs the California Health and Human Services Agency to convene a working group by March 1, 2023 to develop quality standards for measuring cultural competency related to transgender, gender diverse, and intersex communities and recommend training curriculum.

Requires respective state departments to track and publicly report complaints related to trans-inclusive health care, with authority to impose sanctions for noncompliance; regulations must be adopted by July 1, 2027.
