Requires the Controller to annually publish reports of financial transactions for school districts, county offices of education, and charter schools on the Controller's internet website.

Requires the Controller to annually publish information on annual compensation of employees from school districts, county offices of education, charter schools, and entities managing charter schools, excluding names and personally identifiable information.

Requires school districts, county offices of education, charter schools, and entities managing charter schools to furnish annual compensation reports directly to the Controller in a time, form, and manner prescribed by the Controller.

Requires the Superintendent of Public Instruction to make data and financial transaction information available to the Controller for school districts, county offices of education, and charter schools.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
