Establishes a pilot program from January 1, 2025 to January 2, 2028 allowing the Department of Alcoholic Beverage Control to issue additional hours licenses to on-sale establishments in Palm Springs, West Hollywood, and San Francisco.

Additional hours licenses permit alcohol sales between 2 a.m. and 4 a.m. on weekends and specified holidays (January 1, Memorial Day, July 4, Labor Day, Thanksgiving eve), and between 2 a.m. and 3 a.m. on all other days.

Requires qualified cities to adopt ordinances establishing service areas that demonstrate public support, adequate transportation, public safety planning, and coordination with local law enforcement before the Department can issue licenses.

Sets application fees of $2,500 and annual license fees of $2,500, with all fees deposited in the Alcohol Beverage Control Fund; requires responsible beverage training for staff working extended hours.

Mandates the California Highway Patrol and participating cities submit annual reports to the Legislature detailing impacts on DUI incidents, traffic collisions, and crime rates in additional hours service areas.
