Waives renewal fees for barbering and cosmetology licenses expiring between January 1, 2021, and January 1, 2023, with the board prohibited from collecting fees and licensees exempt from paying them.

If a licensee paid renewal fees during the waiver period, the board must not refund the payment, and the licensee is exempt from paying the subsequent renewal period fee.

Authorizes the Department of Alcoholic Beverage Control to waive license renewal fees for specified license types (40, 41, 42, 47, 48, 49, 50, 51, 52, 57, 58, 59, 60, 61, 64, 68, 69, 71, 72, 75, 76, 77, 78, 83, 86, 87, and 99) expiring between March 1, 2021, and February 28, 2023, for businesses active between March 1, 2020, and December 31, 2020.

Appropriates $25,600,000 from the General Fund to the Barbering and Cosmetology Contingent Fund to backfill revenues lost from waived renewal fees, with funds available for encumbrance until June 30, 2023.

Requires licensees requesting fee waivers to certify under penalty of perjury that they qualify, and exempts department waiver requirements and guidelines from the Administrative Procedure Act rulemaking process.
