Authorizes school districts, county boards of education, and charter schools to enter into agreements to offer STEM and dual language immersion courses to pupils from other districts experiencing disruptions, cancellations, or teacher shortages.

Requires participating agencies to select pupils through unbiased processes that prohibit consideration of academic performance, English proficiency, physical condition, individual characteristics, or family income.

Mandates random public drawings to determine approval when demand exceeds available classroom seats.

Requires participating agencies to publicly post information about opportunities, including application forms and submission timelines.

Becomes inoperative July 1, 2029, and is repealed January 1, 2030; Department of Education must evaluate program success by January 1, 2028.
