Exempts transit agencies using program moneys for free or reduced fare transit programs from the requirement to demonstrate that greenhouse gas reductions can be realized through continuation of the service.

Allows transit agencies to continue using Low Carbon Transit Operations Program funds for free or reduced fare programs indefinitely without time restrictions.

Requires transit agencies to submit an initial allocation request to the Department of Transportation for free or reduced fare programs, then provide annual documentation for three fiscal years instead of submitting new allocation requests.

Transit agencies with approved free or reduced fare programs must still comply with all other program requirements, including annual reporting requirements under subdivision (s).

Makes an appropriation to the Greenhouse Gas Reduction Fund to expand the number of eligible transit agencies receiving allocations under the program.
