Exempts the capture, possession, or training of American peregrine falcons in falconry from the fully protected bird statute prohibitions under Section 3511.

Prohibits the Fish and Game Commission from adopting regulations for American peregrine falcons in falconry unless the Legislature appropriates funds through the annual Budget Act or another statute.

Requires the Department of Fish and Wildlife to submit reports to relevant legislative committees three years and eight years after appropriation is made, detailing the status of American peregrine falcons and their use in falconry.

Mandates reports include data on regulatory status, compiled falconry data by species and source, falconer retention rates, fee revenue and costs, and enforcement information.

Makes report submission and data collection contingent upon legislative appropriation of funds.
