Changes Section 4204 of the Family Code to require (instead of authorize) local child support agencies to issue notices directing child support payments to the agency, another county office, or the State Disbursement Unit when support is assigned to the county or enforcement services are requested.

Changes Section 17404.4 of the Family Code to require (instead of authorize) the Department of Child Support Services or local child support agency to issue notices changing the payee on support orders upon request from another state's support enforcement agency.

Requires notices to be served on both the support obligor and obligee in compliance with Code of Civil Procedure Section 1013 and filed in the court where the support order was issued.

Establishes that if the Commission on State Mandates determines this bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to Government Code Part 7 (Section 17500 et seq.).
