Repeals Section 1452 of the Military and Veterans Code, removing obsolete provisions regarding construction of the California Central Coast State Veterans Cemetery at Fort Ord.

Removes the requirement that the State Controller annually report on the status of the California Coast State Veterans Cemetery at Fort Ord Endowment Fund.

Retains provisions authorizing the Controller to transfer funds from the Endowment Fund to the Operations Fund for State Veterans Cemetery Grant Program applications and preliminary planning upon legislative appropriation.

Maintains the Secretary of Veterans Affairs' authority as the state's official representative for federal grant applications and approval of all cemetery design and operation aspects.

Authorizes the Department of Veterans Affairs to proceed with construction and equipping of the veterans cemetery upon federal grant certification.
