CA SB950

Requires the State Department of Social Services to submit a federal waiver request by July 1, 2023, and annually thereafter to exclude military basic allowance for housing from countable income when determining CalFresh eligibility and benefit levels.

Targets uniformed service members receiving basic allowance for housing under 37 U.S.C. Section 403 for the income exclusion.

Mandates the department, upon federal waiver approval, to consult with the County Welfare Directors Association, CalFresh advocates, and the Military Department to issue guidance on updated eligibility requirements and benefit calculations.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement to local agencies shall be made pursuant to Government Code Part 7.
