Revises the Pathways to Success Grant Program to award a minimum of 20 one-time grants of up to $750,000 per grant (increased from 10 grants of up to $300,000) to school districts and consortia for dual language immersion, developmental bilingual, and early learning dual language learner programs.

Increases additional funding for programs in target languages other than Spanish from $20,000 to $37,500 per grant.

Requires the State Department of Education to hire a consultant to coordinate program activities, meet quarterly with grantees to share practices and resources, and contract for technical assistance services to grantees.

Allows grant funds to be used for attendance at quarterly meetings and employment of a dual immersion teacher specialist to support program implementation.

Requires applicants to describe how proposed programs align with local control and accountability plan goals, and mandates annual progress reports plus one-time reports due June 30, 2025, and October 1, 2029.
