Requires the Department of Industrial Relations to establish an online database of electronic certified payroll records for public works projects by July 1, 2024.

Restricts database access to multiemployer Taft-Hartley trust funds and joint labor-management committees established under the federal Labor Management Cooperation Act of 1978.

Limits database records to nonredacted information that is legally permitted to be provided to the specified trust funds and committees.

Maintains existing requirements for contractors and subcontractors to submit certified payroll records to the Labor Commissioner monthly in electronic format.

Applies to all public works contracts whether new or ongoing, effective January 1, 2016.
