Adds a new category of excused absences for middle school and high school pupils who participate in civic or political events, provided they notify the school ahead of time.

Limits the required excused absence for civic or political events to one schoolday per school year, with additional absences permitted at the discretion of a school administrator.

Defines "civic or political event" to include voting, poll working, strikes, public commenting, candidate speeches, political or civic forums, and town halls.

Requires pupils absent under this provision to be allowed to complete all missed assignments and tests for full credit within a reasonable timeframe.

Establishes that the state will reimburse local agencies and school districts for any costs mandated by this act through existing state mandate procedures.
