Removes requirement that peace officers be U.S. citizens or permanent residents eligible for citizenship, replacing it with requirement to be legally authorized to work in the United States under federal law.

Repeals Government Code Section 1031.5 and Vehicle Code Section 2267, which contained citizenship requirements for peace officers and California Highway Patrol members.

Adds "Cognia" to the list of recognized accrediting organizations for high school education requirements for peace officers.

Requires peace standards to be interpreted and applied consistent with federal law and regulations, specifically federal work authorization requirements under Title 8 of the Code of Federal Regulations.

Includes conforming amendment language regarding AB 2229, with Section 1.1 becoming operative only if both bills are enacted and this bill is enacted last.
