Expands the definition of "laboratory director" for moderate-complexity laboratories to include individuals who meet College of American Pathologists guidelines, which may include respiratory care practitioners performing clinical laboratory tests.

Allows individuals meeting College of American Pathologists guidelines to operate as technical consultants in moderate-complexity laboratories.

Expands exceptions for acute care hospital laboratory directors by permitting physicians and surgeons or individuals with doctorate degrees in biological, chemical, physical, or clinical laboratory science to direct blood gas analysis and related respiratory analyte laboratories.

Clarifies that laboratory directors qualified under CLIA may perform or delegate duties of technical consultant, technical supervisor, clinical consultant, general supervisor, and testing personnel while remaining responsible for proper performance.

Specifies that no state reimbursement is required because the bill creates a new crime or changes penalties related to violations of laboratory director provisions.
