Expands pet ownership requirements in state-financed housing developments to those financed on or after January 1, 2023, or that receive low-income housing tax credits on or after that date.

Requires housing developments to authorize residents to own or maintain one or more common household pets (dogs, cats, and similar domesticated animals) in their dwelling units, subject to state and local laws regarding public health and animal control.

Prohibits monthly pet fees but allows refundable deposits under existing California law; permits reasonable conditions including nuisance behavior policies, leashing requirements, liability insurance, and animal number limits based on unit size.

Prohibits breed-based restrictions and weight limitations as conditions for pet ownership in covered housing developments.

Does not affect tax credit eligibility determinations or alter landlord rights regarding preventing harm to third parties caused by resident pets.
