Allows local governing bodies to adopt ordinances waiving the requirement for applicants to mail notification of retail license applications to property owners and residents within a 500-foot radius.

Eliminates the one-year bar preventing applicants from refiling for the same location after voluntarily withdrawing an application due to filed protests.

Limits the one-year validity period of verified protests to subsequent applications for licenses of the same type at that premises.

Requires the department to notify protesters after 120 days without a hearing and deem the protest withdrawn if they fail to reconfirm their hearing request in writing within 30 days.
