Requires state employees in reserve military units and National Guard to receive unpaid military leave for inactive duty obligations (excluding scheduled training drill periods), as provided by federal law.

Allows employees to elect to use vacation time or accumulated compensatory time off for inactive duty obligations other than scheduled training drill periods.

Entitles employees with at least one year of continuous state service to receive salary or compensation for the first 30 calendar days of active duty, including National Guard active duty and inactive duty training drill periods.

Specifies that National Guard inactive duty training is included in the definition of "active duty" for purposes of the 30-day paid leave provision.
