Authorizes SANDAG to impose tolls only for entrance to or use of State Route 11 corridor and requires SANDAG to review toll rate adequacy within 2 years of initial project opening and at least biennially thereafter.

Eliminates priority categories for toll revenue spending and authorizes toll revenues to fund bond payments, operations, capital improvements, public transit, nonmotorized transportation, and payments under international agreements.

Permits SANDAG to enter into agreements with the federal government of Mexico or its agencies to jointly exercise tolling powers, collect tolls, and share toll collection services and revenues under specified conditions.

Authorizes SANDAG to own and lease international port of entry facilities to federal agencies at SANDAG's option, with any Department of Transportation property conveyed free of charge only upon California Transportation Commission approval that conveyance serves the state's interest.

Allows SANDAG to use alternative project delivery methods (design-build and design sequencing) for projects and components if public findings show cost reductions, expedited completion, or features unavailable through traditional design-bid-build methods.
