Authorizes local agencies (cities, counties, special districts) that provide water services to use progressive design-build contracting for up to 15 public works projects exceeding $5,000,000 each until January 1, 2029.

Establishes procurement process requiring design-build entities to submit statements of qualifications (not price-based selection) covering experience, licenses, bonding capacity, safety records, and workforce training commitments.

Allows local agencies to contract with selected design-build entities for design and preconstruction services to establish a guaranteed maximum price, then amend contracts at agency discretion to complete remaining work.

Requires local agencies to report to the Legislature by January 1, 2028 on progressive design-build projects awarded, including contract amounts, protest descriptions, small/microbusiness participation, and project performance assessments.

Expands perjury liability by requiring design-build entities and their partners/joint venture members to verify information under penalty of perjury in qualification statements.
