Requires school districts serving middle or high school pupils to include at least 2 pupils as full members on parent advisory committees beginning July 1, 2024, with renewable one-year terms, or alternatively establish a separate student advisory committee

Requires county superintendents of schools to include at least 2 pupils as full members on parent advisory committees or establish a student advisory committee under the same conditions

Mandates that pupil members represent the diversity of the district's pupils including geographical, socioeconomic, cultural, physical, and educational diversity, with particular effort to include at-risk or disadvantaged pupils

Exempts school districts and county offices from these requirements if they already have established committees meeting the specifications or have existing pupil positions on parent advisory committees

Provides that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to state law
