Requires the University of California Board of Regents to appoint 2 student members for each regular academic term, changing this from discretionary to mandatory.

Establishes staggered 2-year terms for student members, with one student beginning service in even-numbered years and the other in odd-numbered years.

Allows a student member who graduates on or after January 1 of the second year of their term to complete the remainder of that term.

Student members must be consulted through student government representatives during the appointment process and shall have all rights of participation as board members.

Retains the ability for the board to appoint faculty members from UC campuses or other institutions of higher education at their discretion.
