Notes that 78.9 percent of unaccompanied homeless youth in California are unsheltered, the highest rate in the country, and highlights risks including sexual exploitation, trafficking, and early drug use

Recognizes the California Coalition for Youth's operation of the California Youth Crisis Line (1-800-843-5200) as the state's 24/7 emergency response system for youth in crisis
