Designates the portion of State Highway Route 101 from Kenmar Road (postmile 59.503) to Palmer Blvd (postmile 62.229) in the City of Fortuna as the Fortuna Police Officer Raymond Quincy Mills Memorial Highway.

Honors Officer Raymond Quincy Mills, who was killed in the line of duty on March 12, 1967, after being struck by a motorist while providing backup during a traffic stop.

Requests the Department of Transportation to determine the cost of appropriate signs displaying this special designation and erect them upon receiving sufficient donations from nonstate sources.

Expresses the Legislature's condolences to the Fortuna Police Department and Officer Mills' family, and recognizes his professionalism, bravery, and selflessness in performing his duties.
