Notes that the federal government authorized 40 percent funding of average per-pupil expenditures for special education since 1975 but has never paid the promised share, funding less than 8 percent in recent years.

States that federal underfunding forces states and local school districts to cover remaining costs, leading to program cuts and tax increases.

References previous unsuccessful bills including H.R. 2902 (2017) and S. 866 (2019), both aimed at reaching 40 percent funding through incremental increases over time.

Directs the Secretary of the Senate to transmit copies of the resolution to the President, Vice President, congressional leadership, relevant committees, California's congressional delegation, and the U.S. Secretary of Education.
