Recognizes October 12, 2021, as the 20th anniversary of Assembly Bill 540, which exempted qualified undocumented students from nonresident tuition at California public colleges and universities.

Notes that approximately 62,000 California Community College students currently benefit from the nonresident tuition exemption, with an estimated 75,000 to 156,000 undocumented students across all California higher education systems.

Urges California residents to celebrate the significance of the nonresident tuition exemption in enabling undocumented students to pursue higher education.

Calls on the United States Congress to pass the American Families Plan to provide financial resources for undocumented students through budget reconciliation and to adopt comprehensive immigration reform.

Requires the Secretary of the Senate to transmit copies of the resolution to the President, Vice President, Speaker of the House, Senate Majority Leader, California's federal representatives, and the bill's author.
