AB 100 Summary

• Amends the 2021 and 2022 Budget Acts by modifying and adding appropriations totaling hundreds of millions of dollars across multiple state departments and fiscal years.

• Allocates approximately $600 million in Section 19.56 of the 2021 Budget Act for legislative priorities including parks, infrastructure, education, public safety, housing, and cultural institutions.

• Adds $20 million to a Data and Innovation Services Revolving Fund and adjusts appropriations for various programs including Medi-Cal, child development, agricultural programs, and corrections.

• Extends spending authority and availability periods for numerous existing appropriations, particularly for health care services, behavioral health initiatives, and affordable housing programs through 2026-2028.

• Took effect immediately upon Governor approval on May 15, 2023, as a budget bill requiring only a majority vote rather than two-thirds legislative approval.
