Prohibits Riverside and San Bernardino counties and their cities from approving warehouse or logistics facilities (100,000+ square feet) within 1,000 feet of sensitive receptors like homes, schools, daycare facilities, and hospitals.

Allows approval of qualifying logistics uses between 500-1,000 feet from sensitive receptors only if heavy-duty vehicles meet model year 2014 or later standards and transition to zero-emission by December 31, 2028, or when commercially available.

Requires qualifying logistics uses to install electric plugs at dock doors for transport refrigeration units, install solar panels and battery storage matching the building's energy needs, and limit truck idling to five minutes or less.

Measures minimum setback distances from the property line of the sensitive receptor to the property line of the qualifying logistics use using a straight-line method.

Authorizes individuals affected by violations or the Attorney General to bring enforcement actions, and does not relieve public agencies from complying with California Environmental Quality Act requirements.
