Establishes a signature verification process for voters whose petition signatures are rejected by elections officials on initiative, referendum, or recall petitions.

Requires elections officials to mail notice to voters within one business day (or as soon as practicable) if a signature is rejected, offering a 30-day opportunity to verify the signature by submitting a signed verification statement.

Mandates that rejected signatures undergo review by two additional elections officials who must independently find the signature differs in multiple, significant, and obvious respects before final rejection.

Requires elections officials to post signature verification statements, instructions, and contact information on their websites and provide voters multiple submission methods including mail, email, and fax.

Requires elections officials to report signature verification data annually to the Secretary of State, including numbers of notices sent, statements returned, signatures cured, and signatures not cured, with the Secretary of State compiling and posting this information publicly.
