Requires the No Wrong Door System to serve seniors and individuals with disabilities by providing access to information and services regardless of income or benefit level, and enabling direct connections to appropriate local programs.

Mandates establishment of a statewide respite referral registry by December 31, 2025 to connect Medi-Cal-enrolled consumers with culturally competent, prescreened respite providers.

Requires creation and implementation of a consumer-directed employer program by December 31, 2025 to assist in providing the statewide respite referral system.

Changes the Aging and Disability Resource Connection Advisory Committee from authorizing to requiring use of California Department of Aging staff to accomplish its purposes.

Makes implementation contingent on appropriation in the annual Budget Act or another act for that express purpose.
