Prohibits participating entities in closed-loop referral systems (CLRS) from selling, renting, disclosing, or transferring social care information in exchange for monetary or other valuable consideration, except as required by federal or state law or authorized under HIPAA regulations.

Prohibits participating entities from using social care information stored in or transmitted through a CLRS for any purpose other than the social care purpose for which the information was collected or generated.

Defines "social care" to include care, services, goods, or supplies related to an individual's social needs, including food stability, housing, transportation, economic stability, employment, education, childcare, and physical safety.

Defines "social care information" as any information relating to the need for, payment for, or provision of social care, plus the individual's personal information as defined under the California Consumer Privacy Act.

Establishes a new Part 2.8 in the California Civil Code to regulate data privacy practices for entities participating in closed-loop referral systems that share social care information.
