Requires the State Air Resources Board to prepare a lifecycle analysis when proposing regulations for on-road mobile sources under state air pollution control laws.

Lifecycle analysis must evaluate any technology required by the regulation and, at the board's discretion, any incumbent technology.

Lifecycle analysis must inventory energy and materials required across the industry value chain from raw material extraction through manufacturing, distribution, use, and final disposal or recycling.

Environmental impact assessments must include carbon dioxide emissions and other environmental impacts throughout the product lifecycle.
