Requires applicants for new and holders of existing Type 48 (on-sale general public premises) alcoholic beverage licenses to offer drug testing devices for sale to customers at a cost not exceeding a reasonable amount based on wholesale cost.

Mandates licensees post a notice stating "Don't get roofied! Drink spiking drug test kits available here. Ask a staff member for details." in a prominent and conspicuous location.

Prohibits Type 48 licensees from being held liable for defective or inaccurate drug test results, including false positives or false negatives.

Requires licensees to ensure all drug testing devices offered have not exceeded their expiration date or recommended period of use per manufacturer specifications.

Becomes operative July 1, 2024, and automatically repeals January 1, 2027; violations are not criminal offenses.
