Establishes the Diaper and Wipe Distribution Program under the State Department of Social Services to provide diapers and wipes to low-income families with infants or toddlers.

Requires the department to conduct outreach to eligible entities including food banks, California Association of Food Banks members, Feeding America organizations, and other nonprofit diaper distributors.

Mandates participating entities report quarterly to the department on quantities of diapers and wipes distributed, number of families assisted, and total dollars spent on procurement and storage.

Allows the department to use up to 10 percent of appropriated funds for administrative costs and requires all appropriated funding to be spent within 36 months of receipt.

Exempts allocations under this program from state contracting requirements, public contract codes, and the Administrative Procedure Act rulemaking provisions.
