Adds "private applicator" as a designation status for unmanned pest control aircraft pilot certificates, in addition to existing journeyman, apprentice, and vector control technician statuses.

Restricts private applicator unmanned pest control aircraft pilots to applying pesticides only for producing agricultural commodities on property they own, lease, or rent, or their employer owns, leases, or rents.

Requires applicants for private applicator unmanned pest control aircraft pilot certificates to submit proof of completion of a director-accredited program and possession of a valid private applicator certificate, and to pass an examination.

Authorizes the director to establish specific requirements for obtaining unmanned journeyman certificates, including consideration of requiring 50 hours of nonfixed-wing aircraft operation or equivalent practical training within the previous two calendar years.

Specifies no state reimbursement is required for local agencies because any costs result from changes to crime and penalty definitions under existing law.
