Adds Section 11150.3 to the Health and Safety Code to automatically align California law with federal changes to controlled substance scheduling.

Deems physicians, pharmacists, and other authorized healing arts licensees in compliance with state law when prescribing, furnishing, or dispensing products that are removed from federal Schedule I or approved by the FDA.

Authorizes prescription, furnishing, dispensing, transfer, transportation, possession, or use of rescheduled substances in accordance with federal law upon the effective date of federal changes.

Excludes cannabis and cannabis products from this provision, which remain governed by existing state law under Section 11150.2.

Approved by Governor September 30, 2023, effective as Chapter 274.
