Requires PACE organization capitation rates to reflect frailty level and risk associated with specific populations served, in addition to level of care.

Expands PACE organizations' authority to use video telehealth to conduct all assessments as identified in federal regulations, rather than limiting use to initial assessments and annual reassessments.

Amends Section 14132.725 to clarify that PACE organizations may conduct assessments via video telehealth consistent with federal requirements under 42 CFR Section 460.104.

Makes technical changes to telehealth provisions for Medi-Cal beneficiaries and updates references to federal regulatory standards for PACE assessment procedures.
