Clarifies that "health care decision" does not include an agent's, conservator's, or surrogate's consent to convulsive treatment, psychosurgery, sterilization, or abortion.

Adds new Section 4679 permitting voluntary standalone psychiatric advance directives that allow individuals with mental illness to document treatment preferences in advance of a mental health crisis.

Establishes legislative intent to promote psychiatric advance directives as a means to improve collaboration, outcomes, empowerment, and medication adherence in mental health care.

Updates the statutory advance health care directive form to explicitly state that an agent may not commit the individual to a mental health facility or consent to convulsive treatment, psychosurgery, sterilization, or abortion.
