Extends the sunset date of the PAGA exemption for construction industry employees from January 1, 2025, to January 1, 2038.

Exempts construction workers covered by valid collective bargaining agreements that provide wages at least 30% above state minimum wage, premium overtime rates, and grievance/binding arbitration procedures from PAGA lawsuits.

Requires qualifying collective bargaining agreements to prohibit all Labor Code violations redressable under PAGA and expressly waive PAGA requirements in clear terms.

Preserves construction workers' right to pursue other civil actions, including discrimination claims under the California Fair Employment and Housing Act and Title VII of the Civil Rights Act.

Defines "employee in the construction industry" as workers performing construction-related work including alteration, demolition, excavation, renovation, repair, and similar trades.
