Requires county elections officials to inform voters of additional electronic submission methods for signature verification statements and unsigned identification envelope statements, beyond email, fax, and in-person options.

Mandates local elections officials offering electronic submission methods to establish privacy and security protocols ensuring transmitted information is received securely and used only to verify ballot signatures.

Adds provisions allowing elections officials to contact voters by telephone, text message, or email if such contact information is on file, when notifying them of signature verification opportunities.

Creates a state-mandated local program, with reimbursement for costs to be made pursuant to Government Code provisions if the Commission on State Mandates determines costs are state-mandated.

Incorporates conditional amendments from Senate Bill 77 if both bills are enacted, with Section 1.5 becoming operative only if AB 1037 is enacted after SB 77.
