Requires community college district governing boards to establish a one-to-one mentoring program matching students over 18 years old (who pass criminal background checks and receive training) with youth under 18 years old.

Student mentors must provide a minimum of 2 hours of mentoring at least 2 times per month for a minimum of 2 semesters or 3 quarters.

Governing boards must create an attendance accounting method to monitor positive participation by student mentors.

Limits academic credit for mentoring to a maximum of 2 semester units or 3 quarter units of credit, or 96 noncredit hours.

Allows community college districts to partner with community-based one-to-one mentoring programs to identify youth and assist with mentor-mentee matching; establishes that state reimbursement for mandated costs will follow existing procedures under Government Code Part 7.
