Prohibits health care service plans and health insurers covering dental services from imposing dental waiting period provisions in large group plans or preexisting condition provisions in any plans, effective January 1, 2025.

Requires health care service plans and health insurers covering dental services to file detailed rate information with the Department of Managed Health Care or Department of Insurance at least 120 days before any rate methodology changes, with mandatory annual filings beginning January 1, 2025.

Directs the Department of Managed Health Care and Department of Insurance to issue a determination on whether dental plan rate changes are unreasonable or not justified within 60 days of receiving complete rate filing information.

Includes health insurance policies and health care service plan contracts covering dental services, including specialized plans, within existing rate review provisions that were previously limited to non-dental specialized plans.

Authorizes the director or insurance commissioner to issue guidance on compliance by July 1, 2024, and allows emergency regulation adoption without standard Administrative Procedure Act requirements.
