Establishes the California Home Visiting Program within the Health and Safety Code as a voluntary maternal, infant, and early childhood program administered by the State Department of Public Health.

Requires the department to allocate funds to local health departments to support pregnant people and parents with young children in communities facing barriers to positive maternal and child health outcomes.

Authorizes local health departments to implement evidence-based home visiting models approved by the federal Health Resources and Services Administration or request departmental approval of alternative models tailored to their communities.

Permits local health departments to supplement home visiting services with mental health support, including postpartum depression prevention programs, staff training, screenings, and family engagement events.

Requires the department to submit biennial reports to the Legislature on program performance outcomes across maternal health, child maltreatment, school readiness, domestic violence, economic self-sufficiency, and community resource coordination.
