Prohibits manufacturing, selling, or distributing juvenile products, mattresses, and upholstered furniture containing textile fiberglass effective January 1, 2027.

Makes the exemption for adult mattress components (other than foam) from flame retardant chemical restrictions inoperative on January 1, 2027.

Adds exemptions for aramid fiber in mattress interiors and nonsleep surfaces, and modacrylic fiber without antimony trioxide or other flame retardant chemicals.

Requires the International Sleep Products Association to submit a quantitative health risk assessment of modacrylic fiber to the Bureau of Household Goods and Services by October 1, 2025.

Authorizes the Department of Toxic Substances Control to prioritize and regulate flame retardant chemicals in covered products, with departmental regulations superseding this section upon adoption.
